Legislators need to remove blockages on road to climate neutrality – dena and law firm

German energy agency dena and the law firm Becker Buettner Held (BBH) have published a paper presenting 14 immediate measures for accelerating the energy transition and climate protection, with the aim to “breathe life into the new coalition agreement.” The paper focuses on the faster rollout of renewable energy, the removal of barriers in sector coupling, and the enabling of new initiatives in municipalities and cities. Measures include lowering the renewable energy levy on the power price to zero as soon as possible, linking the electricity tax to CO2 intensity or reducing it to the minimum permitted level, and developing a "model solar law" to ensure faster solar PV rollout. "That the transformation to climate neutrality must succeed by 2045 is clear. Legislators must do all they can to remove obstacles and unblock unnecessary roadblocks,” said Ines Zenke of the BBH.
Earlier this year, dena published a comprehensive report, presenting measures needed for Germany to reach climate neutrality by 2045 as currently planned. To achieve the target, Germany has to significantly increase energy efficiency, expand the direct use of renewable energy largely through electrification, roll out climate-friendly synthetic fuels like green hydrogen, and put a focus on natural and technological CO2 sinks, dena wrote.
